The Southern Cross Outback Observatories Project (SCOOP) is an envisioned network of mobile observatories. It emerges from our experience of designing, constructing and executing the operation of Australia's first purpose-built mobile observatory, travelling across huge distances and operating under the most pristine and darkest skies of the Australian outback. It didn't take us long to realize the importance of such observatories in the detection of space debris. This led us to develop an comprehensive engineering model of space debris detection and characterization, and eventually its removal using ground-based or orbital ADR methods.
